17/10: Non working of High Speed Printer of Ottapalam HO-reg

It is reported that the High Speed Printer available at Accounts Branch, Ottapalam HO is not working properly which creates difficulty to the staff in completing day to day works. This also creates delay in payment of dues to the employees. The supplier is reluctant to carry out proper maintenance. It is requested to take immediate action to repair the Printer.

18/10: Issue guide lines to the PLI/RPLI Agents to claim incentive-reg

Consequent on the change of the PLI/RPLI commission rates, confusion among the Agents exists regarding the rate and the procedure of incentive claim. A brief instruction may be issued to all such agents so that they can claim the incentive properly.

19/10: Alarming condition of Staff Quarters, Shornur and Palapuram.

This Union had several times brought to the notice of the Divisional Administration the pathetic condition of the building and the fittings of the SQs. Now, the situation is alarming as the monsoon is set and the inmates are in great fear. Immediate intervention of Administration is requested in the matter to carry out proper repairs to the building and the fittings.

20/10: Rotation Transfer-2010-reg

It is noticed that the movements under RT-2010 ordered vide memo No. B1/12/Rtn-10 dated 10-05-2010 were not completed even though it was ordered that all movements should be completed before 31st May-2010, except Sl.6. Action may be taken to complete the movements early.

PIV Union:

7/10: Non drawal of Cycle Allowance to Deptl Postmen-reg

It is noticed that Cycle Allowance to the Postmen is not being drawn and paid in our Division. It is requested to issue necessary instructions to the PM, to draw eligible Cycle Allowance to the Postmen Staff, early.

GDS Union:

16/10: Hardship to the GDS staff due to non receipt of mails in time at BOs in

account with Naduvattom- reg

It is reported that the staff at Kaipuram, Nedungottur are experiencing much difficulty in their duties due to the late receipt of mails from Account Office. Immediate action to get the mails in time to the BOs is requested.

17/10: Non drawal of Combined Duty Allowance to GDS in enhanced rate -reg:

It is reported that Combined Duty Allowance (CDA) to the GDS doing combined duty at enhanced rate as per the Nataraj Moorthy Committee Report is not being drawn and paid to the GDS . It is requested to issue necessary instructions in this regard to draw the CDA at higher rate, retrospectively.

18/10: Revision of Authorised balances of Branch Offices-reg.

It is noticed that the limit of SB Withdrawal at BO is increased as Rs.5000/- No corresponding enhancement in authorized maximum and minimum is made to effect the orders. It is requested to refix the authorized minimum and maximum limits of each BOs to implement the orders in its spirit.

19/10: Irregular instructions of Administration on substitute arrangements-reg

It is noticed that the Administration is imposing restrictions on providing substitutes in vacant posts which creates undue hardship to the GDS. A copy of the orders issued by the regional administration may please be supplied to the Union. Also requests to keep the instructions pending and discuss the issue with this Union in detail.

FILLING UP OF GROUP D VACANCIES IN THE LIGHT OF COURT ORDERS

In the light of the Latest Court Orders, the administration is taking action to fill up the vacant Group D Posts of this Division from 2002 to 2009. There is a dispute in the number of vacancies available. The Divisional Union taken up the issue with the SPOs and intimated the actual vacancy position. It is learnt that the Divisional Administration is initiating action to fill up the Group D Vacancies of this Division with senior GDS available, in the light of the recent orders of Hon’ble .High Court and CAT, Ernakulam. It is also learnt that the Court has given direction to fill up all posts arised from 2002 to 2009. Divisional Council held at Ottapalam today, the 4th July-2010 decided to launch the following activities in our Division:

1) To convene Strike Convention at Ottapalam on 11- 07-2010, participating all Employees of Division.
2) To arrange meeting on 12 th July, inviting our old leaders,

3) To conduct squad work, visiting all employees in their work place and residence, from 6th July to 10th July,2010.
4) To exhibit Printed Posters in all offices and banners in major offices.

The Federal Council was addressed by the Special Guest Dr.Uday Balakrishnan Postal Services Board Member [PLI].

The Federal Council witnessed intense discussions on the issues of Postal Employees and CG Employees in particular. The ensuing indefinite strike from July 2010 was the subject matter of thorough discussion and the Federal Council unanimously resolved to make the industrial action of Postal JCA a resounding success through the involvement of our entirety of rank and file.

The Policy and Programme of the Federation and several Resolutions on common and sectional issues have been adopted in the Council.
