AUTOMATIC CREDIT FACILITY IN PLI /RPLI
INTRODUCTION OF FACILITY OF AUTOMATIC CREDIT OF PLI/ RPLI MONTHLY PREMIUM FROM SAVINGS ACCOUNT OF INSURED PERSONS.

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.
2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).
3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.
4 Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.
5 It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

The Matter regarding protection of allowance of GDS BPM in the event of reduction of workload has been engaging attention of the Directorate for some time past. It has now been decided with immediate effect, that in the event of drop in the workload of the BPM to that of the lower slab, protection of allowance (TRCA) at the excising slab of TRCA of GDS BPM would be provided for an year, thereby giving an opportunity to the GDS BPM to improve the workload to the original level or higher. On completion of this one year, a special review will be conducted to assess the workload of the Branch Postmaster and if the workload after review is found to be at reduced level, the allowance will be reduced to corresponding TRCA slab.

Consequent upon
grant of another installment of Dearness Allowance with effect from 1st July
2012 to the Central Government employees, vide Government of India, Ministry of
Finance, Department of Expenditure, O.M. No 1(8)/2012-E-II(B) dated 28th
September, 2012 , duly endorsed vide this Department’s letter No. 8-1/2012-PAP
dated 28.09.2012, the Gramin Dak Sevaks (GDS) have also become entitled to the
payment of Dearness Allowance on basic TRCA at the revised rates with effect
from 01.07.2012. It has, therefore, been
decided that the Dearness Allowance payable to Gramin Dak Sevaks shall be
enhance from the existing rate of 65% to 72% on the basic Time Related
Continuity Allowance, with effect from
1st July, 2012.
2. The Additional installment of Dearness Allowance payable
under this order shall be paid in cash for all Gramin Dak Sevaks The payment of
arrears of dearness allowance for the month of JULY to SEPTEMBER, 2012 shall
not be made before the date of disbursement of TRCA for the month of SEPTEMBER,
2012.
3. The expenditure on this account will be debited to the
sub Head 'Salaries' under the relevant head and should be met from the
sanctioned grant.

I am directed to invite a kind reference to the SPB-I Section Circular No 37 -33/2009-SPB-I dated 11.07.2013 and No 44-14/2009-SPB-I dated 12.07.2012 wherein the amendment to RRs of 2010 in respect of Postmen/Mail Guard and Multi Tasking Staff respectively were circulated to all the concerned..
2 Further attention of the Circles is also invited to SBPB-I Section Circular No 45-14(ii)/2012-SBP-I dated 31.07.2012 wherein the pattern and syllabus for the above said two Examinations were communicated. The Directorate vide letter No 45-14/2012-SPB-l dated 31.07.2012 issued detailed guidelines for conduct of the Examination to fill up the posts of Postmen/Mail guard and Multi Tasking Staff.
3. The SPB-I Section has ordered that the dates for holding the Examination will be communicated separately by DE Section.
4. Accordingly, the Competent Authority has now ordered to conduct the Limited Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking Staff as per the following schedule.

(a) Theory of level playing field and its negative impact in the Indian situation
In the National Postal Policy 2012 it is stated that it is essential to allow free interplay of
market forces and consequent stabilization of the Postal market. This means opening up of
entry in the Postal market for national/international courier companies by granting
licence for which amendment to the Indian Post office Act 1898 is a must.

In India more than 70% of the population lives in rural villages and the Department of Posts is
the sole service provider in the rural areas, through it’s a vast network of more than 1,55000
post offices. It is an admitted fact that, even now couriers are not providing postal services
in the rural areas. On getting licence they will restrict their area of operation to the metro
cities/cities and shall capture a major share of Postal sector revenue. About 70% of the
revenue of India Post is from metro cities/cities. The remaining rural villages where
70% of the population resides is contributing less than 30% of the revenue earned by India Post.

clause to this effect in the licences granted to them, instead they opted to pay the meagre
amount of fine imposed on them for violation of the compulsory clause of provision
of rural landline connections. The Government and the regulator has always taken a
lenient view towards private operators. In the Postal also the same thing will happen.

Government of India wants to open or liberalise the Indian Postal Sector for providing unhindered entry of the private sector. In the long run, the Government may withdraw from its responsibility to provide postal services to the public through Govt. owned Department of Posts. The ultimate aim and hidden agenda of the National Postal Policy 2012 is to give maximum patronage to the private sector and the “public-private partnership”, “unbundling of functions” etc are mainly intended for achieving this goal.

providing the value added cellular mobile services in India. Licences were granted to all other
private cellular mobile companies and they charged exhorbitant rates for incoming and outgoing
calls. Only after six years, that too after prolonged struggle by the BSNL employees and due to
mounting public opinion, the Government reluctantly granted licence to BSNL also. If this
can happen in Telecom, one can very well imagine what will be attitude of the Government
and the fate of Department of Posts.
