Letter to SPOs on Functioning of offices in Computerised set up

Sub:- Functioning of Offices in the Computerized environment –reg
Sir,
As we know, the Department is moving fast with the object of IT modernization and envisages the avenues of IT invasion in our routine works. But the ground realities of our Division in providing basic needs are pitiable and we regret to note that the administration has failed in providing such facilities. As a result, staff is facing incalculable miseries and untold sufferings due to the lack of adequate facilities. Everybody will agree that Ottapalam Division is very vast having 55 Sub Offices comprising three Taluks and the needs of the public still remain to be materialized.  The following are the main issues to be settled at HO:
1)      The Servers have no capacity to cop up with the huge transactions
2)      Al l the Computers are of old version without new facilities
3)      Sufficient Printers required for Counters and back office
4)      Passbook Printers are not working in SB/SC Counters
5)      High Speed Printers are not working
6)      No proper repair mechanism for under taking urgent repair works
7)      Improper networking, especially in SB/SC Counter.
8)      Proper space to keep records and vouchers.
The position of Sub Offices is more miserable than that of HO. There is no UPS to support the systems during power failure, no printers or scanners and even stationary also in many Single handed SOs situated in far-flung areas of our division. The staff confronts with a desperate situation while the divisional administration observes a neutral and passive attitude. As a supplementary part of administration and as a responsible trade union having high mandate of the employees, we have taken up all above issues very seriously with the Divisional administration many a time in meetings and bilateral dialogues. But the issues are still remains. The following are the issues to be set right in war foot manner.                                  
1)      All systems  of  are to be upgraded as are having old version and are very slow.

2)      Printers are not working properly/ some are beyond repairs: cases of:  Cherpalcheri, Chunangad, Kadambur, Kanniampuram (Passbook Printer), Manisseri, Mkd.College, Naduvattom (Passbook Printer), Pattambi, Perimbadari, Peringode (Passbook Printer), Pulasseri, Thiruvazhiyode, Thottakkara, Trithala, Vallapuzha,

3)      Scanner problems : Cases of -Agali, Kadambur, Karakurssi, Kudallur (not installed yet), Kulukkallur, Kuttanad, Lakkidi, Panamanna, Peringode, Pulasseri, Shornur, SG Press,  SK Puram, Tachampara, Thottakkara.

4)      Non functioning of UPS / damage of batteries:
Eg: Ambalapara, Chalavara, Chunangad, Kadambur, Kalladikode, Kalladipetta, Kanhirapuzha, Karalmanna, Karimba, Kudallur, Kumaranallur, Kumbidi, Mkd.College, Naduvattom, Perimbadari, Perur-opm, Pottasseri, SG Press, Thottakkara, Vallapuzha, Vellinali, Vengasseri, and Vilayur.

5)      Building problems- lease to be renewed- Case of : Anakkara, Kanniampuram,   Palapuram, Thottakkara.

6)      Shortage of Staff:  In several Offices, the posts of SPMs are vacant. In some offices, PA posts are continuously vacant. In all cases manpower is required. The restriction imposed by the Divisional administration in providing outsiders in vacant posts may be removed.
The staff at HO is very much aggrieved and anxious in the snail’s pace of progress of actions regarding reconstruction of dilapidated Canteen from where they take food and tea during working hours. As the monsoon has set a speedy and effective action to reconstruct the building is absolutely essential. The leakage of the HO building is a long pending issue which also to be attended to with top priority.

Hence, we urge upon the Divisional administration that steps may be taken on a war foot basis to mitigate the issues prevailing in our division to restore normalcy. At the same time we wish to alert the administration that we will not show any reluctance to resort to trade union action if the grievances mentioned ibid are not properly redressed.

ANSWER
THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE(SHRI RAVI SHANKAR PRASAD)

(a) No, Madam, They are not eligible.

(b) Gramin Dak Sevaks are not regular govt. employees. They are part time workers and are governed by a separate set of Conduct and Engagement Rules. They do not form part of theregular civil service. They are engaged for only 3-5 hours daily work. It is mandatory for them to have an independent source of livelihood before being engaged as Gramin Dak Sewak. Hon’ble Supreme Court in the case of Union of India and Others vs. Kameshwar Prasad 1998 SCC (L&S) page 447 held that P&T Extra Departmental Agent (C&S) Rules, 1964 are a complete code governing service, conduct and disciplinary proceedings against Extra Departmental Agents [now called Gramin Dak Sevaks]. On discharge from service on attaining the age of 65 years or on death, Gramin Dak Sevaks [GDS] are paid Ex-Gratia Gratuity and Severance Amount as approved for them by the Cabinet.

The Ex-gratia Gratuity is paid at the rate of half months basic Time Related Continuity Allowance [TRCA] drawn immediately before discharge of service for each completed year of service subject to a maximum of Rs. 60000 or 16.5 months basic TRCA last drawn whichever is less. The minimum service prescribed for this is 10 yearsIn addition, Severance Amount is paid at the rate of Rs. 1500 for every completed year of service subject to a maximum of Rs. 60000. The Government has already introduced Service Discharge Benefit Scheme in lieu of severance amount scheme effective from 01.04.2011 for the benefit of Gramin Dak Sevaks on the basis of the New Pension Scheme (NPS), specifically NPS Lite Scheme launched by the Pension Fund Regulatory and Development Authority (PFRDA). Under this scheme, the Government as well as Gramin Dak Sevaks concerned now contributes @ Rs. 200/- per month.

(c) Does not arise in view of reply to (b) above

Kisan Vikas Patra (KVP) Re-Introduced
Kisan Vikas Patra (KVP) is being re-introduced to encourage people, 
who may have banked and unbanked savings to invest in this instrument. 
Announcing this during his maiden Budget Speech in the Lok Sabha 
today, the Finance Minister Shri Arun Jaitley said that KVP was a 
very popular instrument among small savers and is being re-introduced 
to promote saving.

NEW DELHI: Postal Services in the country has beaten its revenue target three years in a row, exceeding the target by 9.5 per cent in fiscal 2013-14, Parliament was informed today. 
The
 government had set a revenue target of Rs 7,522.02 crore for the Postal Services in 2011-12, while the Department registered revenue of Rs 7,899.40 crore.

"The revenue generation of Postal Services is increasing every year and the targets for each coming year are raised by the Government," Minister of Communications and IT Ravi Shankar Prasad today said in a written reply to the Lok Sabha.
In the year 2012-13, the revenue stood at Rs 9,366.50 crore against a target of Rs 8,762.75 crore, he added.
In 2013-14, the revenue stood at Rs 10,720.94 crore as against the target of Rs 9,787.52 crore, he said.
Responding to a separate query, the Minister said 1,735 post offices were modernised under Project Arrowagainst the target of 1,759 post offices during the 11th Plan.
"During the 12th Plan, 2,500 post offices are proposed to be modernised under Project Arrow with an outlay of Rs 284 crore," Prasad said.
During the first two years of the 12th Plan, 880 post offices have been modernised and so far, 2,615 post offices have been modernised under the 11th and 12th Plan, he added.
