Sub :- Enhancement of sanction of amount to GDS undergoing  training – Reg.

I would like to brought to your kind notice that the amount sanctioned for 
GDS attending training under Human Resource Management Program is very 
meager and would not fulfill the daily expenditure of the officials.

It is reported from many quarters, the GDSBPMs are directed to undergo training
 at some centers away from their native divisions and has to stay for one week
 at the training centers.

The BPMs are forced to attend the training and the amount sanctioned is very
 meager @ Rs.40 per day and could not meet any purpose and the GDS are starving
 at training centers  pathetically. Hence it needs to enhance the amount @ Rs.200 
per day.

It is requested to take necessary measures to direct the concerning authorities
 to sanction eligible and justified amounts to the GDS BPMs to attend the
 training centers to meet the very purpose of training being conducted 
by the Department at lower levels.

Action taken on the subject is requested to intimate this Union.

Respected Madam,

Sub:-   Modification required in the recent order on protection of TRCA to 
           BPMs – Reg
Ref:-    Letter No.5-1/07-SW-1, dated 15-10-2012.

I would like to draw your kind attention to this letter regarding the recent 
orders on protection of TRCA to BPMs. The concept of full protection of TRCA
 is to sustain the allowances drawing for the month as a principle of 
natural justice and in practice for the last 25 years.  It is well aware that 
the allowances of the GDS BPMs and other GDS depending upon certain
 norms formulated to determine the stages or scale of TRCA varied from
 BO to BO and GDS to other GDS.

There is an ambiguity in the instructions issued vide reference above 
cited that the continuation of protection of TRCA for one year and after 
that the fixation of  TRCA slab depending upon the work load is 
not at all justified.

It is opined by this Union that the following view points may be taken in to 
consideration to modify the present instructions issued on the subject.

(I)     The periodicity for revision of allowances has not been specified after the 
implementation of One Man Committee recommendations.
(II)   The application of revised norms for calculation of work load
 became questionable
 as the assurances made by the Competent Authority in various instances to r
evise the same.
(III) The recommendations of the Committee constituted for study on work 
norms of GDS are yet to be finalized.
(IV) The concept of full protection should not be changed or modified and 
to be continued to all the GDSs on prospective utilization of the BO and services
of GDSs.
(V)   Restore all the cases of reduction of allowances already made in the divisions 
of various Circles.

The drop in work load of a BPM or a BO mostly depending upon the climatic, 
financial and economic conditions of the rural areas that which could 
not be caused a hardship to the GDS and to starve the family.

Hence it is requested cause to issue necessary and suitable instructions to the 
authorities concerned to modify the instructions issued by taking
 into consideration of the view points of this Union and avoid the 
financial hardship to the families of GDS.

It is requested to intimate the action taken on the subject to this Union.

Respected Madam,

Sub:- Extraordinary delay in issuance of instructions on the items of PSSWB 
meeting – Reg.

 I would like to bring some of the items in favour of GDS taken place during 
the Postal Services Staff Welfare Board Meeting held on 16-05-2012.

There is an extraordinary delay in issuing the instructions / orders on the 
agreed  items regarding GDS caused denial of their benefit prior to this date.

Eg:- (i) Enhancement of death relief from Rs.7,000 to Rs.10,000 to the 
family of GDS.

(ii) Enhancement of financial assistance under Education Scheme
 for the children of GDS.

(iii) Increase of grant of scholarship/transport charges to PH and ward 
of GDSs.

(iv) Enhancement of powers of Head of Circle for grant of financial assistance 
in case of prolonged illness / major surgical operations to GDSs

It is requested cause to issue necessary instructions in this regard and 
extend all the  benefits from a retrospective date.

Action taken on the subject is requested to intimate this Union also.
