1) CS (MA) Rules, 1944 – Reimbursement of expenditure involved in emergent cases for the treatment taken at private nursing home/clinic – Delegation of powers – reg.
It has now been decided by the Government that in order to eliminate the confusion regarding distinction between the private hospital and a private nursing home Clinic, the delegated powers referred to above are applicable to all private medical institutions without making any distinction between a private hospital and a private nursing home/clinic.

2) BSNL STRIKE: The National Council has called upon the Central Govt. employees throughout the country to extend their wholehearted co-operation and solidarity to the striking BSNL Employees and appeal them to popularize the issues raised by the striking workers amongst the rank and file of the membership of Central Govt. employees organizations and demand the Govt. to desist from the move to disinvest BSNL shares and allow the BSNL management to immediately undertake steps to purchase the requisite material and technology to enable BSNL to widen its business.

PA/ SA TRAINING

Training of PA Candidates: Proposed Schedule of Training:
Five Training batches will be held at PTC Mysore with 80 PA candidates and 20 SA candidates. Remaining candidates will be given local Training at Trivandrum in three or four batches. First batch at PTC, Mysore from 24th January 2011. Training of last batch in PTC Mysore up to November 2011. Dates of Trivandrum batches will be finalised soon. This may start in January or February-2011.

Subject: - Revision of Fixed Monetary compensation (FMC) to delivery staff and remuneration to other staff

Sir/Madam,

I am directed to refer to Directorates letter of even number dated 4-9-2002 and 28.1.2003 on the above subject.

2. The Department has received a number of references from the staff Associations requesting for upward revision of fixed Monetary compensation (FMC) admissible to Postmen staff. A Committee of Senior Officers was constituted for looking into the issue and the report of the Committee has been examined carefully in consultation with integrated Finance wing and the Competent Authority has ordered enhancement of the Fixed Monetary compensation (FMC) admissible to Postmen staff. The details are as under:

3. The competent Authority has also ordered fixation/revision of Holiday Monetary Compensation payable to Postmen Staff and other Departmental staff brought on duty on 2nd consecutive Holiday if three consecutive holidays occur as shown under:

5. The Expenditure on account of revision has to be met from the allocated funds of the units under the prescribed Head of account.

6. These orders will take effect from the date of issue.

7. This issues in concurrence with the Integrated Finance Wing vide their diary number 286/FA/10/CS dated 24.11.2010.

Subject: SENIORITY - Consolidated orders on...

The undersigned is directed to say that instructions have been issued by this Department from time to time laying down the principles for determining seniority of persons appointed to services and posts under the Central Government. For facility of reference, the contents of the important orders on the subject have been consolidated as a compilation "Instructions and Guidelines on Seniority". The number and date of the original O.M.'s has been referred in the relevant instructions* for easy reference to the context. The consolidated instructions include revised instructions on the following:

i. Seniority of persons appointed on direct recruitment from the reserved panel at a later date, specifically when the officers from the subsequent selection panel have already joined.

ii. Inter-se seniority of two panels of direct recruits, where more than one selection panel are received from UPSC/SSC through letter of same date.

iii. Fixation of seniority of a person who has been transferred to a lower post under FR 15-A.

iv. Seniority in case of appointment on compassionate grounds

2. Also, certain areas within the existing instructions, which require frequent clarifications, as is evident from the references received from various Ministries/Departments, have also been incorporated under the head "clarification", for reference. This may be brought to the notice of all concerned for information, guidance and necessary action.

3. The consolidated instructions along with Annexure containing O.M.'s referred wlll be issued separately in the form of handbook.

THE FOLLOWING ARE OTHER LATEST DEVELOPMENTS

1. Revision of FSC – orders are expected to be released this month itself.


3. The Department has appraised the law ministry about the existence of GS and the promotion on seniority basis to erstwhile Group D now MTS. The law ministry in now approving the revised Recruitment rules. Orders are expected within a fortnight.

4.UPSC has raised some queries on HSG-I Recruitment Rules which had been clarified. The Revised Recruitment Rules will be issued shortly.

5. The file relating to enhancement of OSA has been submitted to J.S. F.A. (Finance) for approval.

6. Direct Recruitment of PA/SAs were completed within couple of days to the extent of around 16000 posts. A Remarkable fast action. We appreciate the decision and decisive action of the department.
